Privileges of borrowers

Currently enrolled graduate school students and teaching staff receive borrowing privileges. Non-teaching staffs are also eligible to borrowing privileges with restrictions to borrow a limited number of library materials. When the collection grows, the number of library materials to be borrowed by users grows accordingly.
The general rules and procedures applicable for privileges of borrowers:

  • Academic teaching staffs and guest lecturers are allowed up to ten borrowing cards (yellow).
  • Non-teaching or supporting staffs are allowed up to five borrowing cards (green).
  • Graduate School (seven pockets), Basic Technicians, Junior Technicians, and lineman students are allowed up to three borrowing cards (white).
  • Registered other ETC staff are allowed one borrowing card (cream).
  • Non-ETC staff is issued through interlibrary loan and the number of borrowing cards depends on the agreement made between CTIT Libraries and the respective institutions.

Academic teaching staff, graduate school students and institutions through interlibrary loan can use both the GSTIT and Training Library. CTIT Support staff can use the GSTIT library if and only if they are currently enrolled in University or College for a Degree level and above. Non-teaching support staff, ETC staff and students other than graduate school students can use Training Library.
A membership agreement for students is valid within the enrollment period, and for staff and registered external users is three years and for interlibrary loans is valid for one year commencing from the date of application. For teaching staff the membership is valid up to the end of the contractual agreement unless the library is informed the contract has been renewed.  For Guest lecturers, the membership agreement is invalid after the final result of the course exam is submitted to the Department/Registrar. 

Responsblities of borrowers

The responsibilities of registered members of the library are:

  • To show their I.D. Card when they are asked.
  • To observe silence in the library.
  • To switch off handheld cell phones or mobiles.
  • Not to conduct group discussions.
  • Not to smoke in the library.
  • Not to write or make any mark on any book, journal and any other belongings of the library.
  • To leave umbrellas, briefcases, and such other personal belongings in a place reserved for this purpose.
  • Not to trace or mechanically reproduce the materials or a part thereof without the express permission of the Librarian.
  • To return to the librarian any reserve book or other materials taken for use and leave other publications taken out from shelves on the reading table.
  • To be responsible for any damage done to the books, journals, audiovisual materials and any other belongings of the library.
  • To immediately report if the pocket card is lost and for lost books the user should report and fill out a “Lost Book” form.
  • To replace or pay two times the price of the original copy plus Birr 100 for processing for lost and four times the price of the original copy for any library material that is out of print or out of reproduction.
  • To return books, journals and other library belongings on or before the due date.
  • To pay overdue charges set by the library.
  • Not to sub lend books, journals, and other library belongings.
  • Not to use the borrowing Pocket Card of other user to check out materials without the consent of the Pocket Card owner.
  • Violation of the above rules will result in serious disciplinary measures.

Lost or forgotten pockets

A patron who has forgotten his/her pocket can’t check out materials.  The patron is responsible for library materials checked out on his/her pocket and for charges or other penalty incurred for lost or damaged materials. If pocket is lost or stolen, the patron must notify the library immediately.  The patron will be held responsible for any materials checked out on a lost or stolen pocket before the library is notified. After the user notified the library with a written application, a replacement pocket is issued and is responsible to return immediately if the lost pocket is found.

Inter- library loan policy

The library participates in an interlibrary loan network with universities, colleges, educational, national, regional, international, public, research, governmental and other relevant libraries.
